Group Insurance Commission’s (GIC) Semi-Annual Health Insurance Buy-Out
Open Enrollment October 3 - November 2, 2018
For Buy-out Effective January 1, 2019

If you are a benefited faculty or staff member and currently have GIC health insurance, you may want to consider opting for the GIC health insurance Buy-Out Program.  This program allows those eligible for alternative health insurance, such as a spouse’s coverage, to opt out of GIC health coverage in exchange for a monetary benefit.  If you were insured with the GIC on or before July 1, 2018 and continue your coverage through December 31, 2018, you may buy out your health plan coverage for January 1, 2019 during the October 3 – November 2, 2018, Buy-Out Program Open Enrollment.

To take advantage of the health insurance buy-out, send the completed Buy-Out Form to the Group Insurance Commission, P.O. Box 8747, Boston, MA 02114, no later than November 2, 2018 for the January 1, 2019 buyout.  Forms received after the deadline will not be accepted.

Due to Internal Revenue Service and Treasury Department guidance, in order to take advantage of the buy-out you must certify that you have health insurance through another employer-sponsored plan (usually through your spouse) and that the other employer group coverage provides “minimum value.”

Enrollees in the Buy-Out Program receive payment equal to a percent of the full monthly premium in lieu of health insurance benefits for one 12-month period.  Please review the Buy-Out Rate Chart for more information. The payment will be made as a paycheck remittance on a monthly basis, with “Benefit Cash Out” (BCO) listed on the pay advice.

The amount of payment depends on your current health plan and coverage. If your application is approved, you will receive your first payment in February.

For example:

Tufts Health Plan Navigator family coverage:
Full-cost monthly premium: $1,772.21
Monthly 12- month benefit = 25% of this premium
You receive 12 payroll deposits of $302.61 (after federal, Medicare, and state taxes)

Open Enrollment – Non-Unit Dental Plan Group Benefits
Through November 16, 2018 - Effective Date of January 1, 2019

UMass will be holding an annual open enrollment period for dental coverage for non-unit staff (individual or family) through November 16, 2018.  The dental plan is administered by Health Plans, Inc. and the carrier of this plan is Met-Life (Group #105385). The Dental Plan is a voluntary benefit.

Enrollment, terminate or change due by November 16, 2018:

This annual enrollment is your opportunity to enroll, cancel or make changes to your individual or family plan for the benefit year beginning January 1, 2019.  Your next opportunity to change your plan will occur during the next annual enrollment period (November 2019).

Changes to the plan during the benefit year are only allowed if you have a qualifying event (e.g. change in family status, involuntary loss of other coverage).  Documented proof of the event must be provided within 30 days of the qualifying event.

How to Enroll

If you choose to enroll, terminate or change your plan you are required to fill out the Dental Insurance Enrollment Form and return it to the Benefits Department, Human Resources, Quinn Building, 3rd Floor, 100 Morrissey Boulevard, Boston, MA 02125.  We must receive your enrollment form no later than Friday, November 16, 2018.

If you are already enrolled in the Non-Unit Dental plan and do not wish to make any changes to your coverage, no action is required.

Employee contribution amounts remain unchanged:

Individual coverage       $22.80/month 
Family coverage             $45.60/month
